Conference Report: "Locus Standi in Administrative Proceedings"

On Friday, 9 May, Economou & Co LLC attended the legal conference Locus Standi in Administrative Proceedings, held in memory of the late Andreas Angelides - a distinguished figure in the development of administrative law in Cyprus. The event brought together leading legal professionals and academics for an in-depth examination of a foundational concept in administrative law.

The keynote lecture was delivered by Professor Glykeria Siouti, followed by three panel discussions exploring: Criteria for Determining Locus Standi, Loss of Locus Standi, and Special Topics, which addressed issues in public service law, public procurement, and environmental protection. The conference offered comparative insights into recent trends and developments, not only in Cyprus but also in jurisdictions that have historically shaped Cypriot administrative law, such as Greece, France, and Germany.

The conference was both attended and addressed by the Attorney General of the Republic, the President and judges of the Supreme Constitutional Court, judges of the Court of Appeal and the Administrative Court, as well as the Presidents of the Cyprus Bar Association and the Nicosia Bar Association. Their presence underscored the significance of administrative law in Cyprus and the enduring relevance of judicial review as a cornerstone of the rule of law in a democratic society.

A central theme of the conference was the doctrinal and practical significance of locus standi, with particular emphasis on its treatment in case law. Locus standi lies at the core of administrative law, as it defines the legal connection between individuals and administrative decisions. In the Cypriot legal system, it constitutes the primary subjective requirement for bringing a recourse under Article 146 of the Constitution—alongside the limitation period and the distinction between an annulment application and actio popularis. As Cypriot case law has noted, locus standi is an “indispensable” requirement for recourse, grounded in the “specific legal bond and direct personal harm” suffered by the applicant, which legitimises the challenge to the legality of an administrative act.
